Its better than Babe Ruth's called shot. Lukas did this because his friend, who could have won, got cancer and Lukas wanted to bring the medal to him. His victory was completely selfless. Lukas isn't just a winner, he is a hero.

No, for triathlons he is eligible to compete for America since he has a green card and has never competed for another country. He should be a citizen next year, at which point he can represent America for track as well.
I actually read / heard somewhere that if he won he was going to give the medal to his friend. Luke is a classy kid!

It probably took him a few seconds to walk across the line as he did in Foot Locker.

Yeah, I'm guessing he walked across the line- triathletes do it more often than pure runners I think. Awesome race, and very much a noble thing that Lukas did. I really hope he goes on to do great things, because he promises so much with that kind of talent, maturity, and experience.
