It appears actual start time may be later, but the broadcast on the feed I linked before is supposed to start in about 15 min.
Thank you
Looks like the women's race starts at 10:10 am local time with the men 30 minutes later. That's about 35 minutes and 65 minutes from now, respectively.
The coverage has started on the silent BBC One feed, but it looks like it'll be up on Eurosport on the hour:

Thanks for that info. I desperately tried to find some sort of schedule on the race website but couldn't find anything like that.
The women are underway. Mara Yamauchi is taking it out hard.
Pack of five have early separation - Yamauchi, Adere, Barros and two others whose names I can't read at this resolution.
1st mile 5:10 = 1:07:41 pace.
5:07 2nd mile.
Mara keeps stretching out right arm. Looks uncomfortable. Barros is solid and smooth. Other two women are Adidas runners, but still can't read names.
I think one of them is Ana Dulce Felix.
Looks like Ritz on the start line, front and center.
Lemoncello, Martinez, Ritzenhein, Fagan, Gharib, Bouramdane, Gebrselassie ready to go.
And they're off.
they also should have introduced kimutai and fagan right before the race.
Women - still five, Felix is one of them. 5:14 5:29 5:33 for miles 3-5.
Men 4:39 first mile, and Gharib goes into overdrive!
Gharib just cut the pack in two. Gharib - Kimutai - Geb -Ritz up front. Bouramdane alone, then everyone else.
Ritz is only one running tangents. Other three are trading little surges. This mile should be way faster.
I’m a D2 female runner. Our coach explicitly told us not to visit LetsRun forums.
Great interview with Steve Cram - says Jakob has no chance of WRs this year
