Because race organisors are more concerned with other matters then times. Quite often they have two mats so they know what competitor is about to finish.
It is ridiculous - they should time at the finish tape itself - a line as thick as that on the track so everyone knows exactly where the finish is. A timing mat leaves too much to error both human and non human.

It used to be accepted that as, quite clearly, marathon course varied so much and with the best will in the world, the distance cannot possibly be measured to the accuracy of a 400 track - marathon records were deemed ‘world best’ recorded times.
