wouldn't actually mind seeing promotion of "athletic clubs" in running something like Ireland or great britain has. May strengthen the sport in the US overall if at the expense of the NCAA.

This doesn't make sense. The NCAA system is far superior to the club system in the UK and the results at the pro and international level prove this.
You post as if there is a choice between NCAA and club sports. Why are you at all confident that there is not a major cataclysmic chain of events coming that will impact the entirety of the university system across the US? State supported university systems are going to be consolidated. Small private schools that don't find 'angels' are going to close. There is good reason to believe that the NCAA system as you've come to know it will not exist in a year. It will be club teams for non revenue sports. It's coming.

How do you consolidate schools that are hundreds of miles apart and have separate identities?

The same way Fresno State, San Diego State, Cal Poly and around 20 other schools are all part of the California State University System. There is cost savings to be had by combining some of the administrative tasks at the state level.
The schools that are absolutely going to get crushed by this are the small private liberal arts schools. These types of institutions have already been hurting with some closings and mergers over the last few years. Between Covid-19 and the drop in enrollment expected in the mid 20s these small schools are going to disappear left and right, and in many cases there is not going to be any consolidation, in fact it's already happening:
