Great article. I have long advocated for more of an X prize set up if the government is going to get into this business. It is inspired by the prize the Brits put in place for a way to figure out longitude. Latitude is pretty easy to figure out, but longitude proved much more challenging. Obviously for the British Navy and also for merchant ships being able to know exactly where you are is very beneficial. Rather than commission one person to do it, the Crown put up a large sum of money and opened it up.
The government could put up $10M to any person or company who develops a ventilator that can be mass produced, easily used (very much a missing part) and cost less than whatever amount to mass produce. The company would also be able to sell the ventilators giving the government some number of them at cost once production starts.
