I usually lose my taste and smell when I have a bad cold or my nose is completely blocked. Covid is nothing special. I had breathing problems and a cough for most of last August. I couldn't sleep most nights because I would wake up wheezing and coughing and breathing. I'm sure what I had was worse than covid

Not widely announced yet as part of official guidelines. Not used for testing criteria in places that requires symptoms for testing.
Yes, if it is established, then it should be one of symptoms (per definition of the word "symptoms"). Can also be an early self-detection system if it appears prior to the other more severe ones.
This is not to say you should panic if you have it, or that it's necessarily COVID. As other said, it can be flu, cold, allergy or others. It also doesn't always appear in positive patients (at most, one in two in German patients).
My wife, who is a doctor and has been in contact with COVID-19 positive patients in the intensive care, woke up today without being able to taste or smell anything. No other symptoms or even feeling ill, just the loss or smell and taste. The hospital where she works will test her tomorrow.
A quick research shows that Professor Carney is an otolaryngologis (physicians that specialize in the treatment and management of diseases and disorders of the ear, nose, throat) so I wouldn't care about his knowledge in an complete different area.
There are so many so called experts giving their views at the moment. Since Carney "has appeared on numerous radio and TV shows, speaking on ENT issues" I assume he didn't turn down question by Australian media in the matter.

I don't say to trust the new because of Carney (whoever he is). The data from South Korea and Germany were mentioned in other news sources. (There's an NYT article, also on BBC news; no mention of Carney at all). It's a highlighted issue now.
Any otolaryngologist today should care, because many in China, Italy and UK had been infected from nasal examinations (also opthalmologist from eye examinations).
