I have two big questions.
1) How in the heck did he get it? Hasn’t he been in jail for a while now? Do experts think he got it in or out of prison?
2) I thought there was a shortage of tests in NYC? How in the hell does a hated rapist in jail get one of them? I personally think we should treat our prisoners with respect but there is so much to learn about this story. I mean I totally understand why you don’t want Covid-19 getting into the prison.
Another question how is he the only one to test positive? Convenient for him to get put of prison.

They'd want to test any prisoner expected of having the disease since it could quickly spread throughout the prison. Obviously someone who visited the prison or a guard has to be positive and the prison should be testing anyone who has been there now.
What a slap in the face it would be if somehow HW became a significant figure in the spread of the virus and eventually helped save lives.

The felon has twice now feigned injury or illness in order to be sent to an infirmary at another facility, where he has a private crapper and better food (i.e. meatloaf).
It was determined that Covid-19 was at this medical facility and/or contracted it during transit back to jail.

After his initial arrest, he'd been out on bail. He's only been in prison since February 24th.
All prisoners have rights. And I don't mean necessarily Weinstein has a right to a test, but that the other prisoners have a right to be protected from the virus. I'm sure when he began to show symptoms it was quickly decided to test him in order to figure out what to do in such confined circumstances.
The last thing they want is a class action lawsuit from the inmates for not properly protecting them from an outbreak.
I think everyone has or has had the coronavirus.

Healthcare in prison is actually fairly decent. Maybe it isnt as good as somebody like Weinstein would be used to outside of prison, but in line with what most middle class people with good insurance are used to, except with no copay (depending on the state, some charge low copays).
Food isnt so healthy, though. Not terrible, but light on fiber, high on salt and fat. Kind of like eating fast food all the time.
Anyway, the prison system is highly motivated to avoid an outbreak. It wouldn't just be a PR nightmare. Prison systems arent just charged with keeping prisoners in for the safety of the public, but also keeping the prisoners safe. It isnt just jobs at stake, but if anybody is shown to have acted negligently, they could face prosecution. As a result, tests become available.
He is undoubtedly being targeted by other prisoners every chance they get, with the complicity of the staff. Could have been deliberately exposed to it.

Yep. Media connections.
Over 20 people jailed in NYC have tested positive as well as many corrections officers. A corrections investigator died from the virus a couple weeks ago.
Jails are the worst breeding grounds for epidemics and Rikers is the second largest jail facility in the US.

Epidemics go rampant in prisons. They are packed tightly together with nothing to stop the spread. This is broadly known in medicine and I'm quite frankly shocked this isn't known to the public.
Prisoners are extremely high risk for all outbreaks. The structure of prison is like a tinderbox. It just takes one person to spark the fire.
