I was wondering this as well. I've heard of people doing a room, but not a house like he says. In Denver people will buy a big vacation place and do a bedroom the opposite. They seal up a bedroom, a system ties into the HVAC, and it can provide more oxygen to help with altitude sickness.
Tents have a hypoxic air pump that's pumping air in them, replacing some of the oxygen with nitrogen. So I'm sure the concept could be scaled up for a house if you knew when you were building the house that was what you were planning. Try to look it up and couldn't find any info on his house though.
There is a documentary on Chris Boardman and he had his house sealed up as an altitude house 20 years ago.
