Their consent is relevant why? They represent a school which has canceled classes and had students move out. They represent a good bit of liability.
Harvard should know that "consent" is all the rage these days.

This is a very valid point. He was doing remote online classes - what does it matter if he competes for Harvard in Albuquerque?

As a senior, it was his final chance to run in the team uniform. Who knows what his plans are for after graduation (I'm guessing he may be selected to represent Thailand for the Olympics, if they still happen) so it's possible he may never get a chance to compete in a NCAA competition again.

Absolute outrage. Can't believe I ever wanted to go to Harvard. Tuntivate likely would have won the Mile and 3K and made asians proud everywhere.

This is absolutely terrible. Not allowed to run indoor nationals and now the IVY spring sports are cancelled. What a sad fizzle to the end of a very good college career.
