Runners= 12mph. Windspeed= 10-20mph at the trials. Are you claiming that cyclists go anywhere from 36-96mph when racing? Dude, seriously... this is the exact complete lack of understanding that the OP was referring to.
However, if there is quite a strong head wind even the runner can benefit from drafting, and every serious runner knows this and acts accordingly.
No they don't. We see it all the time, even in windy races (I saw it plenty in ATL, some were but most were not (drafting)).
