I'd do western suburbs of the twin cities. Wayzata, Hopkins, Minnetonka area due to running trails accessibility with the Luce Line and LRT right around there. Good schools as well. Other good options Eden Prairie and Edina for good schools with good sports programs. Lots of options in between all those. I prefer the west side over the St Paul side. Down in bloomington you're close to highland lake park with good cross country skiing location, it's west as well but a bit further south than the previous ones. Duluth to me just feels to dead. It is nice to be sometimes but I wouldn't want to live there. More going on int he twin cities, and being on the west suburbs keeps you close to the action but not in it.

And the XC state meet is at St Olaf University (which is located in Northfield) too, so for someone who lives in Northfield, it wouldn’t be that long of a drive to watch it or compete in it.

There is also a really cool place “Lake Minnetonka” in Minnetonka.
Bloomington has a “Mall of America”.

I remember when I visited Duluth in August during a summer it was so cold that I needed to wear a sweatshirt.
Duluth. Then every year at grandmas, you can make big bucks renting a room for $300 a night.
Haha, kidding. It does like a pretty town though. Besides that, see if you can find a town near a state park with good trails or just move to minneapolis/stpaul.

Minnetonka. Lots of employment opportunities there, and there is also a really nice Lake Minnetonka.
Many good schools around that area and that are also good at sports
e. g. Minnetonka has a really strong and deep XC team
