If he’s the 2018 version of Rupp then yes he can do whatever he wants with the field. However we don’t know what Rupp is now. Major injury, dropped out of only thon in 2019, new coach. I suspect Coach Smith wants to use this tune up as a way to find out where 2020 Rupp is. Being in person at the race certainly helps him to evaluate.
