They issued a press release yesterday allowing Chinese nationals, or anybody else living in China currently, to defer their entry to 2021. The reason given is due to the hardships of getting to Tokyo, cancelled flights, required quarantines, etc... IMO, this way the Tokyo marathon organization gets around making it look like an outright ban on the participation of Chinese nationals... Although, personally, I still think a lot of Chinese will come via third countries still offering visas on arrival, i.e. Thailand, waiting out there for 14 days to avoid quarantine upon entering Japan. Obviously, they have to able to afford it...
Oh there is a chance this race gets cancelled. The Olympics is around the corner and Japan will take every single precaution to restrain the outbreak of this virus. Furthermore, the Japan economy can’t take this hit right now. I assure you, there are top tier officials in Japan that don’t want this race to happen. Understandably it’s a calculated risk, but it’s being discussed.

They gotta do what they gotta do to keep their country protected, but I'm not sure how I feel about them effectively banning chinese runners, but not refunding 2020 fees and making them pay again for 2021. It's not the marathon's fault that this is going around, but it seems like a bit of an a-hole move.
What happens if the race has to be completely cancelled? Nobody will get a refund? Everyone will be automatically deferred to 2021 (not ideal for me as I was hoping for a GFA 2021)??

Looks like Kyoto marathon does the right thing and people will get their fees from 2020 passes to 2021. Tokyo does the dumb thing asking people to pay again without refunding 2020 fees. If they really want people to stay away this year, they would either refund or let them enter 2021 for using their 2020 fees. If they are going to do that, people will try to get into the marathon!

They updated the rules a bit for Chinese nationals. Will not charge them the fee again if they postpone to 2021, same as Kyoto marathon. It took a few days but definitely the right thing to do:
I’m becoming less optimistic by the day this marathon is going to happen. The virus spread is ramping up in Japan. Hysteria or not, I don’t see anyone wanting to accelerate the potential economic and health cost to Japan if this becomes a true outbreak.
There is way too much on the line for Japan this year and they need to nip this now.

Let's see... 2 weeks to go;) I think it is more like 90% happening, 10% not, as of right now... Just knowing the Japanese I know they are hardier than the Western 'snowflakes'... I'll wave you back from Tokyo, either way, if it happens or not...
