A combination of the trail around Buffalo Bayou park and Memorial Park will give you 13-14 if you add an extra lap on the Memorial Park trail. If you start and finish downtown, you will be close to 13 depending on where you start. The trail around Memorial is crushed granite. The trail on Buffalo Bayou is concrete.
Another option is the White Oak and Heights bike paths. You can pick up the White oak bike path if you cross the Main St. bridge downtown. There are a lot of different options including running up through the Heights on the running trail on the esplanade on Heights Blvd. to see one of the few neighborhoods in Houston that do not suck your soul dry. You can either go back the way you came or head down to Buffalo Bayou park to get back downtown.
I would recommend doing some of your run along Buffalo Bayou. There will be some elite runners out along the bayou getting in an easy run before the race. In years past, I have seen Meb, Shalane and others on the Bayou the days leading up to the marathon/half.
Any of the bike paths along the bayous are nice paved surfaces with minimal traffic crossings.
If you want to run on soft surfaces, rice has a 3 mile loop and Hermann park is a 2 mile loop plus some additional paths. The two are right next to each other, so you can get a decent run without too much repetition. You can also go to memorial park, but it will be crowded, and is a bit limited for long run routes.
