People just become complete a holes once they own property. My neighbor yelled at me for parking in front of the house next door to their house because they had contractors coming over to work on their house who needed to park there. And I only parked there for two hours in the morning.

I live in Spain. Here we allive in apartments and nobody's dog barks inside. Training is standard.
Many municipalities have bylaws against pets making noise at night. The owner of the pet should get a fine. She can report these neighbours to the municipality.

The story seems made up. Sensors can be adjusted, most dogs sleep indoors and it's unlikely a neighbor is going to tell someone they can't run in the morning.

You most definitely have no experience with dogs. Almost every dog can detect someone running along the street from inside a house, even when you don't hear a thing. If a sensor is being set off, it will most definitely also set off the dog. Even if a sensor is not being set off, something can still set off the dog.
With regards to the sensor, in almost every case, a family will buy the sensor, have it installed, have it configured by the company, and will have absolutely no idea how to deal with it after that.
