The runner is not making the noise it's the dogs. The obvious solution is for people to get rid of their dogs and then no barking. Or train the dogs not to react to unexpected sounds or lights.

Yes! Totally agree. But in some places in the world dogs are well behaved. On the other hand I would support a world wide ban of all dogs.

If I had a dog whose barking was bothering me when someone ran, walked, biked, whatever, past my house I would either train the dog not to bark when that happened or learn to live with the barking because people going past your house is going to happen and they have every right to do it no matter the time of day.

As long as you are not on their property they can't say anything. Public roads are open 24 hours. If you were making noise they can do something. It is their dogs that are disturbing the peace not you. You have the upper hand, but that does not stop you from trying to keep civil discussion.
The Reddit post states she uses several routes, so she's not even "bothering" anyone every day.
But I'd have to believe there are early morning dog walkers in the neighborhood that use the same routes daily. Wonder if they catch heck too on the Nextdoor app?
