It might come as a surprise to Coevett and others that all countries cheat.
Some are just more sophisticated at cheating than others.
Can it be cheating if it's legal?

Its cheating because that is not its intended use.
Also its a symptom of other stuff that might be going on. Where there is smoke there is fire

If it's a symptom of 'other stuff' why are these athletes blowing the whistle on this and not on this 'other stuff'? Seems odd.
As for the thyroxine, it's being prescibed to people who are showing up to the GP, having a thyroid function test and it coming back lower than normal and needing a prescription. It's exactly the intended use.
The iffy bit is the athlete being told to do a hard session before the appointment in order to lower the level a bit.
The reality is the prescription is being legally prescribed for the right reasons. It's all a bit grey area, but it's not quite free for all EPO like some places.

Presumably because they don't want to cheat but they do know that some of their colleagues are cheating. And they don't want to lose Olympic spots to cheaters.

You didn't answer the question.
Some athletes don't want rivals getting an edge through a legal but morally dubious practice and have called it out.
Yet the doping apologists like Mindweak and the rest claim that this proves Brits are as dirty as full throttle tea money tested Kenyans or testo gel NOP athletes?

Oh, get off your high horse. We know the Brits are every bit as dirty as the Kenyans. Case in point is Team Sky and British Cycling and how the head honchos and doctors are systematically doping athletes with testosterone patches and steroids.
