I think it depends on genetic potential. I ran a 2:59 off 56-62mpw at age 32. I did not have any collegiate running background or anything, just a regular full time working mom that picked up running. No way I could have cracked 3 with lower mileage.
I ran 2:35 on 35MPW. Guessing I could have run 3 hours on 20MPW. Fast runners do their Sunday long runs at close to 6 minute pace.

I broke 3 hours 17 time's with never more than 50 miles per week for 12 weeks with two 20 miles mixed in the last four weeks.

I think, if you are good enough to run 17-18 5K and 35-37 10K on no more than 40 mpw, then you can run sub 3 on 50 mpw or less as long as you get the correct blend of training and recovery.
Anything's possible. Seems like a lot of people say they can do it off 20-30 miles a week. That may be, but those people are outliers. For the 'average' person capable of breaking 3 hours, which does require some level of talent, I think you should plan to peak at least in the mid 50s.
Dumb. This depends entirely on talent. I could run a sub-4 hour marathon on 0mpw. Some people can run sub-3 on 0mpw. Other people run 70-80mpw and can't crack 3.

I think this is accurate. I ran 2:49 off of 50-60 a week.
It was a last minute decision (you could actually enter the day of back then).
Basically, I just upped my long run. I did 5 or 6 from 15-19 miles.
I think with more specific training I could have (you could) run under 2:40 with that mileage.
The speed component is important.
Think about running 6:00 per mile for 20 miles then running a 40:00 10k.
