Federer, the best tennis player of all time, could NOT be the best one on sand/clay.
Hirscher, the best skier of all time, only dominated slalom and giant slalom, but NOT downhill.
Katie Ledecky, does NOT dominate (or even compete often) in the 100 and 200 freestyle.
There are some exceptions tho. In triathlon, Frodeno dominated everything from sprint, over Olympic to half Ironmans and even full Ironmans. The difference is he is trained for each event at different times - he could not win an Olympic Tri right now, neither could he have won an Ironman while he was on the ITU circuit. Hassan could be asked to run any race from 800-HM today, and she would win.
Also, tests are meaningless. Tests assume that we are ALWAYS ahead of pharmacy and doping, but reality is we are lagging behind. It did 10+ years to get a test for EPO, even longer for some steroids. Who says that anti-doping agencies are all-knowing, and there couldn't be something have been invented out there that we don't know yet/test for but is highly performance-enhancing? Kenyans getting busted every few weeks does NOT mean that athletes from other countries are clean, it could just mean that they are doping on an advanced level with newer stuff that's not blatantly obvious.
