Shoot, that's a great point. I did read the AAA decision (well the Salazar one at least), but I forgot that Rupp was a witness while talking to him today.
This answer is being turned into something, I think it's not. This is not a defense of Rupp, but the most obvious explanation, is not a blatant lie about when he learned Salazar had been charged but a mis-hearing of the question, or the meaning of the question, as when he learned of the decision. That's the more recent event, and what the other proximate questions related to. It's not like this was asked in a silent room. Athletes misunderstand questions all the time, and there was no follow up to clarify if he understood the question. It's possible the answer to the question wasn't accurate even if misunderstood, but I still think it's much more possible that Rupp's answer relates to when he found out of the ruling than truly expecting people to believe he didn't know Salazar had even been charged prior to reading the final decision.

Armstrong came clean and admitted everything only when the credible evidence against him was so strong that his denials had started to sound ridiculous. People from the same team as him, who had taken the PEDs with him, were coming out and talking. We are nowhere near that situation with Rupp (or Farah) and NOP. Nobody has said, for example, he took EPO and I know because he stored it in my fridge. Or he used blood transfusions because I was lying on the couch next to him taking the blood when the process took place.
Not saying nothing like this took place, just that we aren't in a place yet where we can say with conviction that it did.
How soon until Galen is dropped by Nike altogether? Why are they even sponsoring him at this point with how seldom he actually races? Time to cut him loose.
