The 5000 record of Bekele could also be included in the discussion since it's 15 years old. But I feel that more people will ever have a chance at trying to go for it than the 10 000m for the simple reason than you can have more pacers, when for the 10k you have to run at least the last 5k alone since nobody can run at this pace for so long, it's really a one man show for the late part of the race.
Bekele's 10,000 if the trend of the best moving to the roads and no fast 10000m races continues. Bolts 100m is better but guys will always run the 100. No one has come within 25 seconds of Bekele's time in a decade.
El G's time will probably be broken in the next 10 years. Several have been within a few tenths of it. Rudisha's 800m time is better than EL Gs 1500m.

This converts to WR 9.57 at a legal windspeed of 2.0 m/s and 1000m elevation.

Outdoors El G is less than 3 seconds off.
Indoors Haile is less than 2 seconds off.
The 3 000m is a good record but I did not include it because it's not a focus at all. It's not even a championship race or an olympic distance so it's more of a second show.

An aside: Mike Powell's 8.95 record is 28 years old.

I disagree with these numbers. 9.58 was done with a wind perfectly fine (+0.9)
If you are going by that, the 200 record should have been better because it was done with a negative wind (-0.3)
Bolt and it's not even close. Crazy what he might of been able to do if he actually worked like he should. 18 second 200m with perfect conditions and him running clear through.
