The Russians, definitely not.
None of them was Russian (German and Czech), but never mind.

My doping process goes something like this:
1) Fast Times = automatically suspicious, but willing to without hold judgement
Add in the below and I basically think of them as doping:
2) Associations with known dirty training groups/partners - doping
3) Highly inconsistent performances or long disappearances without explanation - more or less think of them as doping
4) History of missed tests
5) Originate/train in Russia/China/ NK/Islamic Countries
Something like that. I'd add mid- or late-career performance jumps, and being virtually unbeatable. Hassan is such a case, and your points 1 and 2 fit as well. And add a showing on IAAF's likely doping list from 2016 to seal the deal.
Being virtually unbeatable is the same as #1. If a clean make runner comes along running 12:00/25:00 he will he unbeatable.
That's obviously warranted cause for suspicion, but not enough to roll my eyes at the performance.
Late career improvements all depends. Late into 30s? Yea a bit suspicious. Mid 20s due to clear weight loss? Not super suspicious. Hassan's improvement doesnt trigger it for me.
Talk more about #2, what's Hassans associated with dirty groups prior to Salazar or independent of him (as I've said earlier I'm not convinced about Salazar).
If she has that association that could really change my opinion.
