Correct ruling. The actual failure to update took place on April 1, 2018, and not on June 6th, 2018. That is the date that the infraction was discovered. Also, even without that I don't have a problem. This guy is tested around 20 times a year. He basically missed 1 test in 2018, and 2 tests in 2019. I thought the beginning of the cycle started at the beginning of the year, because even in that scenario, he still would be within the rules. There is nothing to see here. Seriously.
