Aside from 4 or 5 Africans (1 Americanized African), none at all. Crazy that think of how common it used to be. Geb and bekele once did it for the second half of a 10k.
I think Bob Kennedy's run was clean though. I don't see him as being a doper.
Sure there is something wrong, but the question is whether
1) Less doped Kenyans/Africans -> slower races -> no rabbits to super quick times for the best US/EU runners. Having 5 doped Africans at the front who can all run sub 12:50 and push the pace is huge for a clean athlete.

2) Former non-African sub 13 runners, like Solinsky and Mottram were doped to the gills (that would mean, many other athletes of their coaches, Jerry Schumacher and Nick Bideau, would also be questionable).
We will see if someone can pace Ingebrigtsen to a sub 13 5k. I always was very doubtful of sub 13 performances of non Africans, considering how many top talented runners try the distance and seem to plateau around 13:05-13:15, but somehow few individuals were able to break it.

Yes. The iaaf introduced the ABP program in 2009. Since the 2009 outdoor season, just in the U.S.A. Ritz, Tegenkamp, Solinsky, and Rupp have run sub 13:00.

The OP is suggesting that everyone you just listed cheated. I would be very surprised that, other than possibly Rupp, any of the Americans cheated. There is zero evidence that they did and as far as I know they didn't have any ties to people suspected of providing PEDs to athletes. Again, running fast us not proof of cheating.
So how will you justify Jakob's sub 13 if it happens?
I think the first biological passport took effect in 2009, but there were no suspensions until 2012. And yes, no non African has broken 13:00 since then.

It's also worth noting (generally speaking, for both Africans and non-Africans) that until 2014 drug cheats could simply pay a fee to the corrupt IAAF instead of getting banned. Let's hope that has changes (as recent busts indicate).

Wrong. First off the number is almost the same. Secondly, almost all of the 5k races in the last 10 years have been slow and tactical, no thanks to a certain Brit, a practice that I'm not fond of at all and which you should blame him for, not any black non-white Africans. Finally, most top Kenyans who could be great at the 5k have turned to the marathon as there is much more compensation for running fast marathons. With all these things considered, that the number still is almost the same is quite amazing, and shows that the ABP has not held back any legitimate runners, regardless of where they are from.
