The atmosphere is not infinite. "Off-gassing" does not mean what you think it means. The fact that the atmosphere does not occupy a fixed volume renders your mental construct here absurd. Additional CO2 actually does correlate with reduced O2 simply because the added CO2 is formed by carbon from fossil fuels combining with O2 from the atmosphere - but that has nothing to do with displacement or "off-gassing."
