California xc is dominated by the Southern Section. Most CCS schools know they are never winning state so their target meet is CCS finals and their target teams are other CCS schools. There is a lot of anchoring; kids run to the level of their competition and are happy to maintain their relative performance in CCS. For example, there are known dynasties in CCS xc, but they have relatively little impact outside of the bay area.
Southern Section also has as many schools as the rest of the state put together. I think it's unfair to say that no CCS schools ever show up on the state meet stage.
Bellarmine and Mtn View come to mind. Aptos put up a girls state title a few years ago. In the smaller divisions, Santa Cruz girls have been competitive for a number of years.
As a matter of fact, the Monterrey bay area is part of CCS, has similar cost of living issues and liberal politics cited as reasons that the Bay Area schools under perform, but schools from that area typically over perform on a per capita basis.
