This isn't entirely true - Patrick Johnson of Australia has no recent Arican ancestry. Also, I bet some of those sub 10 men aren't primarily of African descent, but are 50/50 african european.

Blanton (sic) won the NCAA 60 in 2004 and 2005, and the USATF 60 in 2007. I don't think he wept about his 200 PR.
Davis was in a serious auto accident and broke both legs when he was 25. I think it's difficult to PR after that.
Samuels tied his PR, which was actually 20.32 instead of the 20.33 you list, in 2008 at Fayetteville.
Yes, he is running the Victor Lopez Classic at Rice University.
