Pack of Dogs almost Kill Woman, Police says they CAN'T DO ANYTHING??

31645. (a) A dog determined to be a vicious dog may be destroyed by the animal control department when it is found, after proceedings conducted under Article 2 (commencing with Section 31621), that the release of the dog would create a significant threat to the public health, safety, and welfare.

(b) If it is determined that a dog found to be vicious shall not be destroyed, the judicial authority shall impose conditions upon the ownership of the dog that protect the public health, safety, and welfare.

(c) Any enclosure that is required pursuant to subdivision (b) shall meet the requirements of Section 31605.

31646. The owner of a dog determined to be a vicious dog may be prohibited by the city or county from owning, possessing, controlling, or having custody of any dog for a period of up to three years, when it is found, after proceedings conducted under Article 2 (commencing with Section 31621), that ownership or possession of a dog by that person would create a significant threat to the public health, safety, and welfare.

Who was this woman (she-hulk?)?

Why was she able to chase the dogs, and not the victim?

Why didn't they attack her, as well?

This happened to me once. Dogs aren't very smart and can't focus on more than one thing at once, and can't think logically in kill/chase mode. Dogs are also cowards mostly and can't handle being challenged, or back down if they aren't sure they can win.

I was running, and encountered a dog loose on the sidewalk. As soon as it saw me, it went straight into "kill mode." It had the hate in its eyes, and it ran straight at me with its tail down and ears back... it wanted my throat. I ran into the street, narrowly dodging a car (hoping the dog would get hit if it followed, or be too scared to follow). The car slammed on the breaks, and the driver (an on-duty cop) got out and grabbed the dog by the scruff of its neck.

He would not have been able to do this if he had approached the dog alone - it would have attacked him. The dog was distracted by trying to kill me that it was shocked into submission by the cop's sneak attack.

It's legal for people to be off leash too, but not okay for them to mutilate women.

Those are rather mild looking wounds considering she was attacked by "...a pack of dogs." Must have been a pack of chihuahuas and yorkies.

You could have left Southern off and still had an accurate sentence. Seriously though, city people drop their unwanted dogs in the country thinking they are doing their dogs a favor. It gets to be a serious issue in rural areas when the dogs pack up and start to kill livestock (including animals as large as cattle). Most areas have at least one gentleman who will make a friendly phone call to all residents within a certain radius to remind them to keep their dogs penned up and then drive around “remedying” the problem (until more dogs get dropped off).

PSA: please take your unwanted dogs to a shelter or put them down. Don’t drop them off in rural areas.
