Yes, it's harassment to shout at someone in public for ANY reason, unless you're actually communicating something intelligent to them which is impossible for your stupid animal to do.
Ok, so it isn't harassment to shout at someone in public for ANY reason, then. Why do you find it so difficult to say what you mean?
I do say what I mean. And you know I'm right about dogs and their shitty behavior, that's why your so hung up on irrelevant minutiae.
What they mean is if you shout at someone in public for no legitimate reason it is harassment just like a dog barking at you in public. Once I guy shouted at me in public - my hat feel off my bicycle rack into the street and they only way to get my attention was to shout. That was legitimate shouting.
The argument from a stupid dog owner will be "It's a dog, that's what they do". I define stupid as "You know or should know something is wrong but you do it or believe it anyway". I'll calling for a ban on ALL dogs in America. Dogs in the EU are fine.
I feel sorry for people who experienced such a shi$ hole childhood never having a family dog. Even hood kids have pit bulls.

Agreed but having said that I just can't understand how you guys are getting attacked all the time by dogs.
I grew up with hunting dogs, played with them, trained them... Never in my life on a run I was attacked by a dog... I think they sensed they I never was afraid of them, at all... A few times, that I was barked at, I just slowed down, started walking, or stopped, looked around for their owners... If they were around, they kinda acknowledge me and called their dog back, if they weren't I just walked past the dogs until they stopped being interested in me and started running again...
See, it's simple!!! You guys just need to calm TF down around dogs so they know who the boss is...
Agreed, Kawa... Stop. Face the dog as you touch the ground with one hand. In a firm voice command "go home!" Now pull your arm back like you have a rock in your hand.
Never fails.
"I just can't understand how you guys are getting attacked all the time by dogs. "
What? First of all I don't need to calm down or do anything you think I should do. My right is to do what I want as long as it doesn't violate anyone else's rights.
I run and don't bother anyone yet on a regular basis I get assaulted by dogs. Usually these disgusting beasts run out their yards into the street where I am legally entitled to run. They are not legally entitled to be off-leash there.
Assault simply means being threatened. Assault and battery is being threatened with contact., i.e., getting bit. I got bit right on rear end once. It hurt like heck and my pants were ripped. That event scared me for life. I hate dogs. All dogs. Forever.

I don't believe you and I think you're a troll. I've been a runner for 20 years, and I've lived in all kinds of places from rural towns to major cities. I've encountered off leash dogs in areas where they shouldn't be maybe a dozen times, and I've felt legitimately threatened maybe once. I'm not saying that runners don't have run ins with dogs, but for it to happen as often as you--with all of your screen names--claim it happens to you, you'd have to be either the unluckiest person on the face of the earth, or a troll. I lean toward the latter.
I really don't know what you get out of this whole anti-dog schtick.

I am absolutely telling the truth. In the last two weeks I have been chased by big dogs on my running route. I never had a problem with the two houses since I have lived here for several years. Then it was a few months ago another dog run after me. This is a residential area in a rural/suburban setting. I should not being chased by dogs. Last year a dog jumped on me at a friend of a friends house and I severely bruised my hip when I fell.
Why I'm on this anti-dog schtick? I'll tell you why. Dogs cause more injury, destruction, noise and nuisance (like dog poo not picked up) than you cam imagine. Every time one posts to the internet it affects people, if only barely perceptible, but it does. I'm trying to add fun and entertainment to the forum but I'm also trying to change the world. Funny, right? Well. what you don't see is that all the little things add up around the world and that creates a net if you will. That becomes culture. So I'm trying to rid the world of dogs through social change.
First reply "Sue them"
haha
oh, America, never change.
Reading this thread, I don’t know how some of y’all come out of the house lol. To me, it sounded like the OP overreacted. Dogs get excited. It doesn’t mean they’re going to harm you. Your scary ass probably kicked the dog before the owner got a chance to say “It’s fine, they just get a little excited, they’ve been inside all day.” Most people on these boards don’t believe in fighting, they’d rather call the police. Which is funny because these same people wouldn’t mind killing someone in a stand your ground case. In conclusion, I hope the dogs got some kicks in too when you were on the ground lol.

Agreed here. I regularly run on a forest trail very popular for people waking dogs. An average loop around the trail and I'll pass at least 15-20 dogs, at least half of them off leash. I've been chased there a grand total of... 0 times.
Worst issues with dogs? Retractable leashes. Some people let their dog sniff around on one side of the trail while they're walking all the way on the other side, which means they basically set up a trip wire.
Second worst issue? Poop. I've hit a pile once or twice but usually I can see it coming and avoid it.
Other than that, no real problem. I was chased once, years ago, in a residential neighborhood. And growled at a few times. Neither have been issues. It's not luck. Most dogs simply aren't out to kill humans.

It seems the runner was never assaulted. He was battered. "Assaulting" someone means to threaten them. "Battering" means to pummel them. Assault and batter is to threaten one and THEN make contact with that person.

OP, you're a pansy. If I was in your position, I would've beat up the owner and tied him down. Than proceed to eat his dogs in front of him.
THEN proceed, FFS. Not THAN.
So you want us to believe that you were literally assaulted on your run and you're asking us if you should have called the cops?
I think you need one more proper a$$ kicking to help you decide.

Stupid people who can't control their stupid dangerous dogs are idiots.
Assuming this story is true...If a dog is coming at you and barking and close enough that you can kick it you have every right to do so. Seems like some of you guys are acting like its teeth have to be latched onto you before you can do something about it. These are probably the same people who bash on cops for shooting people who point guns at them.
These are also the people who think if there dog bolts out of their yard after a runner that it is the fault of the runner. I literally had a dog owner (owned two dogs) say to me "What are you running from" when I complained to him that his dogs were running in the street. Stupid piece of dog crap. How can people like that get by in this world?
You were just unfortunate to cross the path of an entitled prick. Any witness there? You can report assault for sure.
It happened to me once, I kicked a dog and of course mr righteous owner tried to fight me for defending myself. You have every right to defend yourself if necessary, throw him a rock if necessary. Bullies understand violence. The stupid owner knows he is in the wrong for sure, he's just counting on the fact that you probably didn't have witnesses nearby.
Why din't you simply get a small gun for those lonely runs? Are you from US? Might as well put that second amendment to good use right?
