If this was on YouTube, the scraper programs used by the music industry could find it, assign the credits to the artist, and collect the royalties from YouTube, which makes everything legal again, but this isnt active on instagram yet.

Unless Coburn has monetized the video, there's no way to calculate how much royalty to pay out. They will have to deal with her directly to extract payment. If she refuses, they can file a DMCA takedown. She'll be devastated.
Since this is auto-tuner pop, there's probably thousands of videos out there that slapped it on as a theme song. Too bad for the producer most are posted on sites that aren't going out of their way to help catch these horrible pirates!
Copyright was invented to protect publishers from each other, not from consumers. It made sense when publishing was expensive and risky, but now distribution has no intrinsic value at all and is an economic dinosaur.
brief segment of a song playing in the background of a short video is protected by fair use.

I would think that a steeple athlete would need superior strength and agility.
If nothing else, just being able to complete this regimen would be a psychological boost for the athlete.

If they follow the model they used with YouTube, it is the platform that would have to pay the royalties. So in this case, Instagram would be paying the royalties, since they're the ones making money on advertisements.
I wasnt really trying to start an argument. This is autotune crap, I agree. But artists do deserve to get paid. This music was added because it added something to the enjoyment of the content. Better content means more viewers. More viewers means more ad revenue. The artists (and songwriter, etc) deserves royalties. With instagram, that isnt sorted out yet.
I make approximately .007 cents (cents, not dollars) every time one of you watches a YouTube video with one of my songs in it. For me, my royalties add up to very little, nowhere near a living wage. For a big artist with a lot of uses in various videos, it can add up to 7 figures per year, its "real" money.
Over time, I suspect we will see royalty amounts go up and down as bmi/ascap negotiates back and forth with apple/spotify/youtube, etc.
