I would seriously consider living near the light rail (or where the light rail will eventually go), especially if you're going to be buying/renting a condo or townhome and working downtown. With a budget of 350-400k, you'll be lucky to get one, though.
Affordable neighborhoods near the rail include Columbia City (sort of affordable), Hillman City, Beacon Hill, Northgate.
The eastside has a much more suburban feel and you'll need to cross a bridge every day to get into work.
FWIW, I live in south Seattle and I love my neighborhood. Great parks and neighborhood feel. The only problem is that I work on the Eastside :(
