What to do?
As soon as I put gloves on hands too warm then take them off too cold.
Same with hat
Long sleeve shirt too
Why does this happen?
What to do?

Dunno, I hate fall/winter for this reason I'm usually too cold. Went and bought some long johns today though wearing them right now feels good. I read somewhere that being low in iron can cause the body to not regulate temperature right, wouldn't hurt to get your levels checked but sometimes that's just life.

Me too. Running can be uncomfortable, especially when the weather is too hot, too cold, rainy, etc. In my book 200 Tips Every Runner Should Know on Amazon, I list 27 tips to stay more comfortable in cold weather. Here are a few that apply to you.
Before running, apply some Vaseline or Bag Balm to your hands, forearms, knees, and ears. Bag Balm used to be hard to find, but now it's in most pharmacies, Walmart, and Amazon. It's waxier than Vaseline and warmer almost immediately after you put it on whereas Vaseline is cold initially. Bag Balm is better than gloves in temperatures where gloves are iffy. It leaves your skin with a thin, protective layer of lanolin... a wax-like substance. The difference is amazing. (I now use a mix of Shea Butter and coconut oil. It's even better than Bag Balm. It's like wearing an invisible pair of gloves.)
For caps, make sure the cap has lots of mesh to let air flow through AND that it doesn't touch the top of your head. If it does, then cool air can't get under it even if it is mesh. For this reason, I prefer a visor instead of a cap, but I wear a cap plus a thin headband when the temperature is really cold.
On in-between days temperature-wise, I'll wear a short sleeve technical top with arm warmers. When it gets too warm, I'll roll the arm warmers down to my wrists. On colder days, I'll wear a lightweight long sleeve top with arm warmers under the top (with gloves of course).
I wear baggy cotton jersey gloves because they fit loose and are disposable at a buck a pair. On really cold days, I wear fleece mittens because mittens are warmer than gloves. I always use Bag Balm on my hands and wrists. Don't forget the wrists because the blood is very close to the surface there. If the blood gets chilled before going into your hands, even the best gloves aren't going to keep your hands warm.
....or you could just run inside. :)
Being distracted by all manner of minor inconveniences is symptomatic of not running hard enough.
