The homeless problem has gotten a lot worse all over Southern California.
I haven't studied the issue and am only making a guess but lack of affordable housing is probably the main reason.
Followed by not enough mental health care and substance abuse care and medical expenses.
If someone has a bad medical problem, they cannot afford the bills and being off work they loss their job. A lot of folks are screwed if they have to take time off work for any medical care. They don't have savings and cannot find somewhere cheap to live and once they are homeless I would imagine it would be hard to get a job that would pay enough to get the downpayment to pay first and last month rent.
And then there are those with mental health and substance abuse problems.
It's not lack of affordable housing. People who place blame on everything thing but the individual who is responsible for himself is the problem.
The term "homeless " is a problem in and of itself. It insinuates that it's a condition through no fault of the person living in the street. They used to call them "bums." A new term making the rounds now is "service resistant population." That puts the responsibility right were it belongs, in the individual.
