what you do to avoid testing positive is find a lab, and then run your test protocol using a dummy, a person that is not subject to testing. then you find the threshold for microdosing, and get a read on the blood passport.
the more backing you have, the more money you can put into the protocol, the more likely your PED results will be effective and the chance you'll test postive is reduced to near nil.
that means the rich get richer, if you have several athletes getting top dollar for a nike, then you have the budget to get it right.
meanwhile, the small guy gets busted, and PEDs will be temporarily be routed out of the 3rd world.
but then the protocol will get out, and everybody will be on the PEDs again, or a lot.
finally, the testing people will catch up and lay down a new test.
again, the guys without notice, the guys without sportsmed back up, will get busted.
and so goes the PED saga.
there is no wisdom, there is no foresight, to the obvious pattern, sheesh.

Neither of us know, you imbecile. I was quoting Charlie Francis, who claims that the entire Kenyan team was found to be using steroids (which were untested for at the time). If Seb Coe had won one of his gold medals in similar circumstances, literally climbing out of his hospital bed after being seriously ill, missing the bus so having to run 3 miles to the stadium and just making the starting line up in time, and then producing arguably the most incredible performance in middle-distance history, and crushing the overwhelming favourite and all time legend Jim Ryun, then no doubt all the SJWs here would be screaming blood doping.
Also, I'm not sure why you think the Europeans would be more likely to be doping than Americans. I have no reason to believe either were, but I'm sure there was more of a doping culture in American high schools and colleges at the time than in Western Europe. I have to say that it is a joke that Kenya - a country on the official watch list for doping and at threat of suspension - has been awarded the U20 championships.
Basically it's admitting that the threat of suspension is entirely hollow. The IAAF are not going to suspend a federation they just awarded a major championship to.

Try to keep up. Threat of suspension was before the Rio Olympics when Kenya was declared non-compliant. No longer the case. Matter of fact, seems to be the only country that's busted anyone of note.
