My vote goes for Tor Eckman, the holistic healer. He's only got one scene of screen time, but it's one of the funniest scenes in the in the whole series, solely because of him. Also, I feel like you can't script the hand gestures he makes during the scene.

Puddy is my favorite outside of the big 4 and their parents (cannot consider any of the parents to be minor characters except maybe Elaine's dad---Master of the House).
