Given most people are cisgender (still consider themselves what is on their birth certificate), I would say Texas' rules are 'normal' rather than 'backward' (by definition). However, as others have said, nobody taking known performance enhancers should be allowed to compete against girls (or boys) who don't have the benefit of those enhancers. The real victims are the girls who missed the proper place in their event (and to some extent the parents who don't get to enjoy the relative success of their daughters properly). The victim is not the person who chose to compete knowing she had an advantage conferred to her by drugs.
