Thanks for the OP for highlighting the question. Following Occam's razor, the hacked answer is the best I've seen. If they are petty enough to state sponsor doping, and then release those TUEs, they would definitely do this.
My follow up question is how do you stop it? In this day and age, I would think its impossible to hack-proof an alarm system like that.

I doubt it was some kid in his mom's basement. Probably the Chinese checking out our response rate. There will probably be a few more of these until we have no confidence in the system and ignore it. The the Chinese will tell Kim to launch the missiles.

Applying Occam's razor to politics and diplomacy, where things are deliberately NOT as simple as they seem, is incredibly naive.
But as long as you're applying it, an action by people with authorized access easily beats the speculation and added complexity of unauthorized access by an unknown person.
