No, it really isn't. It doesn't actually provide any real warming like clothing (i.e., trapping heat). It's a chemical irritant that makes you feel warm, but, it's not an actual heat source nor does it really* prevent heat loss. You would never actually attempt to stay warm with this in freezing weather. It just helps you in somewhat in cold weather where you didn't actually need pants. But get a sub-zero wind chill and go out with just some warming cream and the frost bite would be real.
*you can research cold water swimmers and Vaseline/grease and there is some conflicting information on the benefit provided as some sort of block, but, given the choice between a wetsuit and grease to survive freezing water, I doubt anyone's picking the grease.
