It's pretty clear he wasn't touching her in the photo due to the shadows under his hands which wouldn't exist if there was contact.
It's also clear that they weren't alone when the photo was taken as there is a photographer taking the photo. How can she claim she was groped while at the same time stating she had no knowledge of the "incident" until finding the photo in her album.
She was a Playboy model at the time and if you Google search her the top hits will be of her exposed breasts. If I was a comedian paired up with a pornography model for a military event I'd probably make a joke about that too, it's the only thing he has to work with. That's essentially the only reason they sent a porn model with Franken in the first place, for some dumb boob jokes to get a laugh out of tired soldiers fighting in Iraq.
This does not in any way reduce the severity of groping - if it did actually occur, of which there is no evidence - but lends background to why Franken would make that kind of joke. There's nothing substantial nor illegal here with the information we've been given, just dumb joking around that is being overhyped because of the recent actual harassment cases.
I'm not sure about the kissing allegation. It's her word against his and I'm pretty sure it's "innocent until proven guilty". I don't think that's enough to warrant a resignation at all. Really, I mean if you think he's represented his state well until now, what does this change exactly? How much is she getting paid for appearances now?
So I guess we wait to see if any further allegations arise, and if they are at all credible. This one is not a credible allegation g unless new evidence is brought forth.
Honestly though, if Al is stupid enough to resign he should just start preparing for the 2022 Presidential Election. What's the count so far, Al 1: Trump 16?

The groping clearly didn’t happen from the photo. So, all that remains is a kiss she didn’t like. She was hired as an actress to entertain the troops. Their was a kiss in the script. I guess she’s more comfortable posing nude than an acting role that requires a kiss? It’s an odd story to wait so long to complain about. Clearly her real talent and comfort zone is exposing her breasts etc., which I’m guessing she now believes she did for the purpose of female empowerment and not for the purpose of male masturbation. Subject should be "Senator accused of molesting sleeping woman on plane". The picture of Franken doesn't show him touching Tweeden. It shows him mugging for camera while pretending to touch her or about to. You can clearly see shadow of his left hand on her flack jacket and his right hand doesn't seem to be extended far enough to be touching her either. Until we receive report of him actually touching her, saying he molested her while she slept is an accusation and the picture only proves sophomore sense of humor.
If you listen to Tweeden talk about the tour, IMO, she comes off as someone obviously grossed out and feeling violated by the forced French kiss and she held a justifiable grudge against Franken for doing that. But this really reads to me like Franken tricked her into practice kiss for the skit and then took advantage of it - either as joke or for himself. He shouldn't have done it, but he did. Tweeden felt obviously violated, grossed out and justifiably upset - probably mad at herself too b/c she agreed to kiss and Franken took advantage. Then Franken seems to have kept needling her throughout the tour - maybe as payback for feeling insulted at rejection or maybe he just liked getting a rise out of her. Then the sleeping picture seems like a final "gotcha", like he did it knowing Tweeden would see it and that it'd upset her.
But the idea that Franken would kiss her privately but be bold enough to actually feel her up in front of people and for camera doesn't follow. Also the fact that she waited eleven years to say anything and then only comes out now as this MeToo movement is taking off reads as exploitatious. So...she puts her career first and earned 100s of 1000s, if not millions for the last decade and if she actually believed Franken did molest her, meanwhile for all she knew she was letting him get away with it, maybe doing it to other people. But now she can say she's coming out to empower others. Sorry, but reads to me like grudge combined with attention-seeking given just what we know now. And she exploits movement, uses words that might not be justified and no news anchor is going to say "well, are you sure he really groped you while you slept?"

Actually my friend, YOU and YOUR ANALYSIS are the problem right now. This rush to equalize each and every accusation or occurrence of sexual impropriety or sexual assault is absurd and going to create the backlash that will hurt women more than not punishing those that deserved to be punished.
Firstly, not all accusations are equal. Some are a he-said she-said with zero corroboration or other strong proof. Some accusations are false, and we all know this. This recent attitude of "ALWAYS believe the accuser" is complete BS. We've all seen many recent high-profile cases of made-up or greatly exaggerated accusations. ALWAYS take an accuser seriously, and don't doubt unless you have reason to doubt. But never simply believe 100% and punish the accused without a proper vetting of all facts.
Secondly, and more to the point of your post, it's completely stupid and harmful to equate rape and/or sexual abuse of children with a kiss forced on someone under the guise of a comedy skit (which was still not cool, but it wasn't rape) and then a photo where someone pretends to touch another person in a sexual manner. If you can't see the difference between these situations, you are incredibly ignorant or mentally lazy.
I've had drunken married women sneak a kiss on me (I'm married too and they knew it) when drunk at a party (they sort of go for the cheek but then "slip" to put one on the lips) a couple of times. I had this one girl I worked with at the airport grabbing a$$ of a few guys (including me) as she would walk by us at work in a "joking" manner, but certainly without permission. If this is his one and only instance of such behavior to try and severely punish him for it would be beyond absurd.
