And for top speed I guess a radar gun?
The best I know of is the Freelap system. It's a bit pricey though ~$1200, or something like that.
Actually, I forgot about a couple of phone apps that could work OK for the timing part -- I don't think you can set up multiple timing points to get a max speed though (just one camera point).
The iphone app SprintTimer is great, and the andriod app Sprint Stopper is OK.

No reaction time required if you are the one stopping and starting the watch.
I imagine a footpod could give an accurate measure of both time and peak velocity, but I couldn't find any reviews for spinting.
I use my GPS when doing sprint "pickups" and while of course not that accurate, it is accurate enough to give me a reasonable difference between 100m repeats (95% speed effort) and "flying 50s" (100% speed effort for peak velocity). The advantage is not having to hit my start/finish marks exactly and I can focus on form instead.
Hopefully an affordable product is close at hand, since the tech is obviously there.

You need a laser to time your splits accurately, what else where you expecting? yes they are pricey. hand times for 100m are somewhat inaccurate, the 0.24 method is for coaches who have a better experience with a good eye. And timing your top speed is even less accurate. For example, a hand time 30 fly (running your top speed) , has such a huge margin of error it is useless.
The only thing I have to add is join a sports facility where they train athletes and they might have a laser timer there, but then again they use the laser timer for American football athletes usually training for the NFL draft.

Yes, I've used the Sprint Stopper app. It works alright, but I found it to be somewhat buggy, and had a tendency to use a lot more resources than it should have. At the time I suspected it had some undercover malware thing going on, but it may have just been somewhat shoddy programming.
It was over a year ago that I used Sprint Stopper, so I'd consider checking it out again to see if the developer has updated it.
If you have an iPhone, the Sprint Timer app is much better, though unfortunately it's not available for android.
