I get it. You're referring to 'lazy black people always seeking a handout' in Louisiana versus the white people in Houston 'that do whatever is necessary.'
Without getting into your racism, a few things come to mind.
A) Different disasters. As someone else already said, the water rose much faster in Louisiana because of the levies.
B) Katrina was a huge disaster for the nation. It also helped other states think how to better handle a natural disaster of that magnitude. The element of surprise is a huge issue. Had Katrina not happened, the people experiencing Harvey would have been much more clueless.
C) Houston herself is getting used to more and more flooding. In the last few years, there have been huge floods in Houston. They're much more prepared, be it mentally and physically, for floods compared to other places. A lot of people in Houston suburbs have boats and that proved to be a huge asset for obvious reasons.
D) Houston will still definitely ask for help, billions of dollars worth of help.
