3:39 to 3:27 isn't that much difference when you consider the PEDs that Morceli had available. Morceli probably led the way with EPO, which was approved by the FDA shortly before he began training in the USA (and wasn't banned or tested for until after his career ended). EPO alone probably can make a 5 or 6 second difference in a top 1500m runner. Aouita had already been pumping himself full of HGH in the 80s and would have been able to advise Morceli on the better synthetic versions that were becoming available in the late 80's early 90s.
I would say that without the 90s PEDS Morceli would have been capable of around 3:35/36. Better genes, better training etc might be able to explain the 3 second improvement on his older brother.

Of course their training could be vastly different. The older brother had years to learn more about athletics before starting to coach Nourredine. 13 years age difference.

Still very close in actual ability. It's not like the older brother was a 4:30 miler like everyone else.
