I think Ryan as well, but I am curious, people mention Coe, Cram, Ovett, Scott, Walker, etc., but no one has mentioned Sydnee Maree (who ran 3:29).
Like some others above mentioned, the last WR holder who I would put big money on NOT doping is Filbert Bayi.
I would not make such a bet on the 80s British dudes.
John Walker is a maybe for me.
I'm very confident that the Tour riders were doping in the 70s - I just don't see why international runners would be any different.
Probably the best overall miler would be Kip Keino. I definitely think Ryun was clean as well.

Inhalers were introduced in 1956 that contained adrenaline or isoprenaline. He describes how the drugs prior to albuterol would get your heart racing. It seems impossible to believe that these drugs did not aid his performance.
Jim Ryun, of course! He could arguably compete with anyone from any generation, doping or not, even with his dated training methods. Who knows what he could have run in a rabbited race on an all-weather track with better training methods?

Willis ran 4.01 for a mile at 17 off 30 miles a week . was definitely not a man child so it stands to reason with dedication and years of training like a man he'd go on to be one of the best in the world . also note that in NZ they only get to run about 1 mile race a year and the domestic scene has very few chances to run a fast 1500. Not sure if anybody broke 3.50 this year on N.Z soil for the 1500 ( yes that includes seniors/open) . back then there was definitely no drugs talked of or offered to nationally ranked schoolboys . I'd bet my house on him being clean. He was just born to run.
