Not a huge surprise as this is worth about 9:58-10:02 for 3200m. Is she a junior? If she is a sophomore, 16:30 as a frosh is amazing talent.
If she is a junior, still amazing talent, but there have been many people running sub-10 the last 7 years, whereas in the 70s and 80s it was just Kim Mortensen that broke 10:00 and she was a senior.

I appreciate that you're trying to give credit where it's due here, but you can't directly compare 2 mile times to 5,000m times when evaluating high school-age performances. For instance, a 9:00 3200m for boys is nominally equivalent to 14:25 for 5k. Of the couple of dozen high school boys who broke 9 for 3200m (some by almost 20 secs) on a single evening recently, how many do you think could run the 5k equivalent? The winner ran 8:41, which is equal to 14:01. How many NCAA freshmen typically run 14:01 to 14:25 in a given year? How many male high school juniors can run 14:01-14:25 for 5k? I'm willing to bet that the number is fewer than 25 in the first instance and fewer than 10 in the second.
The 3200m is a longish mid-d race. Younger athletes are typically capable higher level performances over the middle distances than over the longer distances, including 5k.
For what it's worth (and it's always debatable what any age class performance that is not straight-up national or world class is really worth), Brogan's was a performance of some rarity for her age (16.5 years), and arguably of higher quality than the equivalent performance over 2 miles.

She is in grade 11. In Canada we do not use such names, but if we did she would be a junior currently. Very impressive mark nonetheless.
Not going to over train or burn out as her coach is known for holding kids back so look for her to be fast in 5 years.
