Having all the recovery mechanisms at Nike HQ has nothing to do with tackling an injury in this case. The recovery utilities help his body recovery from hard efforts and his volume of training, not solve his plantar problems.
Nothing is going to beat out having a cortisone shot, but it's risky which is why it's usually a last resort. There's a reason why he got the shot just 2 weeks before the race and not back in early January before Houston. You don't want to get the shots unless you've explored all other options. Boston is a big race for Rupp (and he's getting paid a lot of money) and he's heading towards the roads chapter of his career. Getting the shots was probably a smart move.
