Agree, seems like he ripped off the chip before the start and sometime after mile nine jumped off the course and back in again later towards the finish where all the photos are. The other scenario is that he could have jumped in sometime before mile 9 so only ran 17/18 miles, but again no photos between 9 miles and finish, very suspicious.
Some possibility he could have run a legit 4:19 but the lack of photos between mile nine and the finish, plus his training and results prior, the 40 years of smoking 60? cigs a day, short time running, history of lies, cheating, etc make a legitimate 4:19 very, very doubtful. Then of course there's the claimed 3:12 lol, which was what it was all about, claim a sub 3:30 and get the 5000 pounds, of course they never expected this sort of scrutiny.
