I was looking at the results from the past years and I think the native born athletes just kind of took a break after 2014. The athletes came, but they were not running as fast. In 2014 the times were faster than this year and there were no African born athletes in the top 10. I know weather plays a factor but perhaps it's just been a change in priority for the native born guys. Or maybe they see that the whole army squad is coming and in the back of their minds they see it as a lost cause so they don't come fired up to win, they come expecting a top 10 finish instead. The army crew is great, they work hard and get results, but the times they ran this year are not untouchable. Not sure how the race played out, but if you try to sit and kick with a silver medalist and his training partners it's probably not going to end well. Take it out hard, going for a record and while you might not break them all, you just might see a more diverse result in the top 10. I love the gate run and give mad props to Richard for getting the best to show up each year. It's not his fault the native born athletes didn't come in top shape or were recovering from injury or have moved up to the Marathon or whatever excuse we want to use. The one excuse that won't work is that these African born Americans are unstoppable, because the times say otherwise.

Same applies to the NCAAs XC championship I don't understand why the U.S. can't have their OWN championship with out foreigners. We plenty international races already.

These guys have been here since college freshmen. WCAP gives them a path to citizenship and to continue competing. Who wouldn't want that?
Also there are many former collegian Kenyan runners who stayed in the states and received citizenship other than those select few in WCAP.

Some of the WCAP guys have deployed.
Many soldiers in the army haven't deployed. I've been in nearly 7 years and haven't deployed.

I find it interesting that the Army WCAP team coach is no longer an Army coach, it's scrotum cheesehead Scott Simmons from ADP. To me the coach of any WCAP team should be part of the military. Why outsource that job of military coach to a civilian??

You spend a lot of time on letsrun defending the Army policies and WCAP at various times of day.
WCAP is a discriminatory program, in my opinion, when a non-elite runner can continue to use the system for many years without ever meeting the minimum standards of performance. Either you have minimum standards of performance or you do not.
At a real job, substandard performers are typically placed on a corrective program (maybe 6 months long) to improve to exceed the standards of performance (typically called a performance plan). If the applicant fails to improve, they can be released.
If you do not enforce standards of performance, again in my opinion only, you are illegally spending public dollars on a preferred class (reverse discrimination) and discrimination against other 2:18 plus marathon runners by publishing false acceptance standards to discourage any possible applicants from applying.
I am submitting a FOIA to request application information from WCAP to do an analysis of this program.
