Of course it's perfectly reasonable to assume that someone running those times at a program like BYU wouldn't be racing or traveling much. But that's still a far cry from being barred from the varsity roster altogether; an athlete of that caliber still trains with the real team.

You're thinking about his all wrong. You should be looking for a school that has a coach and training that you think can help get you to the next level. Yes most of the best distance schools are in the mountain region, but don't forget that it doesn't necessarily mean that type of training will be best suited for you.
Find a school with the major you want and a coach who has a good track record of developing kids from the type of background you come from.
I come from a low-mileage, high speed background. Ran about 35-40 mpw in high school for a very successful high school. The coach I am with right now is absolutely checked out and clueless. Hasn't had success in years, and doesn't know the value of working out at different speeds/distances to train each body system. We haven't done a single VO2 max workout, tempo run, long run, or actual footspeed workout so far. It's all basically the same workout, short reps at about 62 second pace with 2-3 minutes rest. I want a coach who actually follows a tried and true method that gets consistent results.
