There has only been 9 sub 4 min HS milers in the history of T&F. The odds of him having that in his team is/was very low.
As a junior, he got to train with Salisbury (4:04) and Bouthiliette (8:53). Pretty much the best partners you can get as a HS junior. You wouldn't want more than that.
This year however, he is pretty much alone. They have a very good young team (one of the freshman has run sub 4:30 already), but certainly no sub 4:10 guys (other than Principe) on the team.
Maybe he is actually getting a rebound effect from that. He was running (too) hard last year in training and is training more within his means this year. Thus performing better. You see that sometimes in post Olympic years (guys train very hard in the Olympic year, but actually get the real benefit the following year).
