For comparison, the normalized death rate for NY at its peak was about 3x that of ND at present, but ND doesn't appear to have peaked and they have very high positivity rates, so they're not doing much testing.

So, you have Trump taking WI. According to the RCP polling average, Biden is up in WI by 6.2. The last WI poll to show Trump winning was the Trafalgar poll back in August, which had Trump up by 1. The most recent Trafalgar poll, from 10/14-10/16, has Biden up by 2 (within the MOE).
But what's really striking is how stable the polls have been. On July 20, Biden lead Trump by 6.0; today, he leads Trump by 6.2. There was a point in late August when the polls tightened somewhat, with Trump pulling to with 3.5 points of Biden. This corresponds to the violence which occurred in Kenosha. But starting on about September 1, Biden began to pull away and by September 7 he was up by 6.7 in the polling average, and he's remained ahead by roughly that amount to today.
Looking back, I think you can say that the racial violence seen in Kenosha, Portland and other places really doesn't seem to have hurt Biden, despite Trump's best efforts to cast Biden as the candidate of the lawless, BLM/antifa mob.
Trump's giving it a good effort, but nothing he's done seems to have moved the needle much at all. We've seen Biden attacked as a sexual predator, radical socialist, anti-police, lawless BLM/antifa-loving anarchist, demented basement dweller and now, corrupt political profiteer with a drug addict son. And none of it seems to matter to anyone.
The WI polls (and I think most states would show a similar pattern) only reinforce what people on here have been saying for months - this election is only about Trump, not the person running against Trump. I don't know if that would have been true if Bernie was the candidate, but it definitely looks true with Biden as the candidate.

I looked it up and you're right. RCP had Hillary up by 6.5 in WI on 11/7/16.
The difference is that in 2016, the trend was favoring Trump. Hillary had been up by 11.5 in late August, so Trump was closing on her even if he was still behind in early November. Here, except for a brief blip for a few days in late August, Biden has been up by around 6 points for months.
